Right click anywhere on your desktop. Select Personalize. In the left hand column select Change Desktop Icons.
Make sure recycle bin has a check mark beside it.

If J.O.'s answer doesn't work, see if you can find the actual Recycle Bin in Vista's version of Windows Explorer or in the Search utility in your start menu. Then right-click on it, and select "Send to Desktop", which will re-create a shortcut there. (I'm not familiar with Vista, but that's what works on XP & 95-98.

start > appearance and personalization > personalization > change desktop icons (over in the blue/green area under task) > check recycle bin and hit ok.

open My Computer and search the C: drive for "Recycle Bin"
