I live one apartment away from him, which is about 10 feet away in Los Angeles. Every night he (Caucasian male, has slur that may be from his drunkeness or he may be russian....) curses in English about the police and korean people in general.
How do i deal with this guy? I want to make him move somewhere else, but i dont know how. Should i involve the police?

Don't.
Did you just say he is a drunk? That solves the problem.
Bring over some Dewar's Liquor (it will set you back $40) and be kind, and leave.

Don't confront him, he could be a nut case. (I live in LA, too, and I feel your pain). You can make a complaint to your landlord, but he probably won't do anything. You can call the cops, who will probably just give him a warning, and then you've got him sluring insults about you, too.
If I was you and could afford to move, I would, not that this promises anything better. The next one could be weirder. If is is merely offending you, grin and bear it. You know how hard it is to find a place to live around here. If he's keeping you awake, mention to him - politely, during the day, that the walls are paper thin and ask him if he could keep it down a little after ten, that you get up early to go to work. Keep it friendly and jovial, tell him you would hate it if someone else inthe neighborhood complained about him. Your watching out for him.
If you think he is dangerous, though, you might just have to get some ear muffs, a white noise generator and hold your tongue.
He sounds a little mental to me.

Being a racist idiot isn't against the law. If he's loud, and that's what's bothering you, could ask him to keep it down, and if he doesn't then call the police. If that isn't the case, then just avoid him, people like that can and will suck the life out of you.

Just leave it alone, man. This is America, and people have the right to be whatever they want... even ignorant. He'll probably get a kick in the rear anyway if the wrong person hears him.

You can call the police for him disturbing the peace. You can also just talk to him and ask him to keep it down. He may be unaware that you can hear him. Just mentioning it to him might cause him to want to be quieter.

if hes being loud and obnoxious, and breaking the noise ordinance, then definetly call the cops, and notify the landlord. if he does it more than 3 times, im sure you could get him evicted. the landlord might even let u go to his apartment to help him toss all his crap outside.

He sounds like he's miserable enough that's why he does that, just key his car or something. Or poison him.
