I'm giving a 5 min speech on the mysterious charges on cell phone bills and I have to have an "institution" to blame. Who would that be??

It's a luxury tax on a luxury. If you don't like it, use a payphone.

Most of them are actually not taxes at all but junk fees tacked on by the carriers. Only those items explicitly labeled as a tax are taxes.

My phone bills include State and County taxes. The other fees, including the Universal Service Fund Fee, Regulatory Cost Recovery Fee, and 911 Service Fee are junk fees tacked on by the carrier and don't represent taxes approved to be passed through to the consumer. I'm surprised they haven't tacked on charges for their Light, Water & Sewer charges. It's the same thing.

Blame? You make it sound like the taxes, fees and surcharges are there by accident. There are state and city taxes and fees for long distance access. You should ask your carrier to explain each one.
