I wash it twice a day. Scrub it hard. It is ALWAYS itchy.

It might be too dry because you have washed it so much. Soap and water tend to dry out skin. Perhaps you can try either washing it less often or using a different washing product. You can also use lotion after you bathe. The scrubbing might actually be irritating the skin and making it itchier. If this doesn't work for you, see a dermatologist about possible skin problems.

Your washing and using soap too much. Excessive use of soap will dry out your skin and cause it to be itchy. Use less soap.
