Which is the best codec and player for videos in FLV format, available in the market?

I want the maximum quality possible when playing/decoding/encoding.

For converting flv to avi, mpeg, etc. I use Moyea FLV to Video Converter

I use it for a long time and I haven't any problem with it.
And for flv player, I always use the free one FLV Player, and many friends are using it.
