Yes you can, but there are certain requirements that must be made. You have to have served 6 years active duty, you have to do it at the time of re-enlistment, You have to be in an understrength MOS, and it is sort of like a trade off; the soldier would actually get less of a reenlistment bonus in lew of the $18,000 being transfered to spouse. Career soldiers do not qualify.

The Army has announced that eligible enlisted soldiers may be able to transfer part of their GI Bill benefit to a spouse or dependent as part of their selective reenlistment package. Contact your Army retention career counselor for information.

Right now no because the G.I bill is only for soldiers but you can file for tuition assistance for your spouse. most people get that mixed up but generally spouses cannot access their husbands or wifes college fund so we have tuition assistance for them to apply

in the Marines.. no.
(not sure about other branches though..)

but.. there are grants and scholarships out there for military wives.

plus, as a military wife.. you get residency.. so when most schools you have to live in state for a year to get in-state tuition.. that gets waived.

Yes however I think there may be other things that go with it. You would have to check with your retention NCO, the education center or try www.gibill.va.gov for more info.
