Is there a programme that can help me learn English, because it is my second language and I would like to improve it.

For the writing and listening, you can watch more TV programmes, specially kids channels, you will know much more English which you never expected. For the communication, you have to talk more with others, such as church, elder center, chartity center, or maybe you go to work and talk with your coworkers. It really can help. Have a great day!

I am not familiar with any website programs to help you with your English. Most television sets have a "Captions" setting.
By listening to the audio and reading the caption, it would be a help to you. A drawback to that: You have to sit and watch some programs you may not necessarily watch.
