have to promise never to be naughty again?

I've been tempted by women many times, but upon review a good 78.5% of those situations have been my fault. Is that unbiblical?

Should I be blaming the skirt?

Go ahead and blame the skirt if you want to, but I'm thinking it's the panties that are actually at fault. ;)

The whole point of the Abrahamic religion is to establish a patrilineal system of inheritance. That's why only the women are punished for sexual infidelity. It's all about being able to be sure who the daddies are.

I don't believe that you should blame the skirt ......However , when you put on a skirt do you do it with the intention of getting a sexual response? If not then i would say that you are not doing anything wrong...

Temptation can come in many forms but it is up to each individual to take responsibility for how they respond to it.

James 1:14 But each person is tempted when he is lured and enticed by his own desire. 15 Then desire when it has conceived gives birth to sin, and sin when it is fully grown brings forth death.

2 Timothy 2:22 So flee youthful passions and pursue righteousness, faith, love, and peace, along with those who call on the Lord from a pure heart.

Matthew 5:27 "You have heard that it was said, 'You shall not commit adultery.' 28 But I say to you that everyone who looks at a woman with lustful intent has already committed adultery with her in his heart.

29 If your right eye causes you to sin, tear it out and throw it away. For it is better that you lose one of your members than that your whole body be thrown into hell. 30 And if your right hand causes you to sin, cut it off and throw it away. For it is better that you lose one of your members than that your whole body go into hell.

The fact of the matter is, any person who cannot control himself is dangerous among free people, and people who cannot take responsibilty for their own actions are just as dangerous, but more subtle. As far as the book is concerned, think about who wrote it, then think about who put it together (circa 325 CE).
