Do they ask for I.D when they think you are under age?
Or do they ask for I.D every time you get something done?
For example: A 15 year old goes to get her tongue pierced
but she can pass for an 18 to 20 year old.. would they take her just
as how old she looks or do they just I.D every person?

As stated above, tattoo parlors are required by law to make sure that the person is an adult. Any reputable parlor will card you if you look under the age of 25, and often even then (just to be sure).

If you are under age and considering getting a tattoo or piercing, here's a word of advice: don't. No reputable parlor will tattoo or pierce a minor, especially not without parental consent, and you can get a lot of nasty diseases from tattoo and piercing parlors: hepetitus and other blood-borne illnesses including HIV, as well as run-of-the-mill infections. Not being patient enough to wait for a belly-button piercing until you are 18 is no reason to gamble with your life.

If you ARE the age of consent, or your parents have signed a consent form, it is still your responsibility to research your tattoo or piercing parlor thoroughly and make sure they are up to regs on health and safety inspections, and that the piercing and tattoo artists are properly trained and certified.

Also, before you make your final decision, make sure you research the risks and consequences of a tattoo or piercing, and how to properly care for it once you have it:

I say this as someone with several piercings, including cartilege and naval.

They have to ID every person by law. If they tattoo a minor without parental consent they could get sued.

The only time I haven't gotten ID'd at a tattoo place is because I have a friend who I used to work with, and to work at the place I do overnights you have to be at least 18. So he knows I am 18. But when one of the other guys at the shop tattooed me, he asked for the ID.

A reputable place will ID you anytime you get a tattoo or piercing, no matter how old you look. Every time I've gotten either (I have 3 tats and 13 piercings), they had me fill out the paperwork and took my ID (and made a copy of it) when I gave the paperwork back to them. I would imagine it to be an audit issue.. If the health department came in and they weren't keeping adequate paperwork, they could get fined or shut down.

At the tattoo parlor I go to they take a copy of your id each and every time you come in for a tattoo. They do it right before your appt when you fill out the questionnaire about if you have had anything to drink or eat in the last few hours.

by law, all tattoo and piercing places must have a photocopy of your I.D. on file BEFORE you get any work done. This applies to everyone whether you look 18 or 80.

No... they will take ID when you get something done. They make a photocopy of your ID and you have to sign papers saying you're 18 yrs or older and you understand the risks.

every place I've been to asks for your ID and copies onto a form that you then fill out BEFORE taking your cash or doing any tattoo/piercing work.
