A regular staple curves in, toward itself. What's the purpose of the one that curves out?

When you rotate the metal base around so you may staple with the legs folding out, it is called pinning. It works like a safety pin to hold objects in place temporarily. For instance you can use it to staple up the hems on your skirt or pants prior to sewing. The main advantage is that the ends of the stapler do not dig into the material like they do when you use the stapler the normal way.

As mentioned it is used for temporary fastening.

you can pull the staple out by hand without tearing the papers.
