Ultimately, God. But at the start, for a thousand years - Jesus along with the 144,000 kings and priest who will act as co-rulers along side him.

It will rule over the Earth and over all those who are given everlasting life in the restored paradise here.

Islam gives the right meaning of Kingdom of Heaven.

God has given laws to mankind through Moses in Torah and to Mohammad SAW in Quran. The latest and final laws are in Quran which are more detailed and revised to remain unchanged until the end of this world.

Islam explains that Human are the subjects and Sovereing Ruler is God. Jesus will establish this Kingdom of Heaven on earth when he will return. But absolute Sovereign Power will remain in the hands of God Who will be sitting on the Throne of Kingdom in Heaven directing the Jesus. Jesus will govern with the the Laws of God in Quran and his title will be the Leader of the Faithfulls.

Its a Messianic Kingdom with Christ as its Head.
Those " Bought " from the Earth.This government, the Bible reveals, is made up of “the hundred and forty-four thousand, who have been bought from the earth,” along with “the Lamb,” Christ Jesus. (Revelation 14:1, 3)

My faith calls it Ragnarok and the young sons and daughters of the gods will rule the new earth that forms out of the chaos, benevolently watching over a handful of humans that survive to rebuild the world.

The Kingdom of God/Heaven are metaphors for the faith. That particular faith will be established in the millennium.

Since I have no faith in any diety it means nada. There is no coming biblical anything, hence the rest is moot.
