Most Christians, and other mainstream religion for that matter, believe in a book, be it the Bible, Koran, Torah, whatever, rather than actually studying them and forming an educated opinion.
The majority of Christians only believe what they are told from the pulpit and never learn for themselves.
So, yes, you can form an opinion about a book after only reading 20%.
BTW, most people form opinions about other people or religions without knowing anything at all about them.

Let's look at it this way, you start to read a novel and stop 35% of the way through it. Do you really know the entire story? No.
Your "opinion" of the Bible is not important. What is important is that you are getting some guidance understanding what it says. It has parables, actual accounts, etc. All of those are different and the way you read verses matters too. You have to look at the translation and transliteration, that requires a Strongs Concordance, do you have that?
As you can see, reading the Bible isn't what it's all about. It is about reading and understanding it properly.

If you have only read 35% of the Bible than you certainly cannot be considered an authority on scripture. As far as an opinion is concerned, I'm not sure you have to read more than a page to form one of those. My recommendation, however, is that you study the word of God rather than simply read it.

Forming opinions about things is involuntary. While your opinion of something might change as you get to know it better, you will always have an opinion. Forming a belief about something by filling in the blanks and jumping to conclusions is something else. This is why there are so many religions in the world and why nobody can agree about which church is "true".

You can form an opinion about the Bible by looking at the behavior of people that invoke it.
It won't be a tremendously informed opinion, but it won't be so very wrong, either.
IMHO, it is important to be familiar with Jewish and Christian scripture, to properly understsand Western culture.

Opinion is based upon speculation. The faith that leads to life is based upon evidence provided by God. In this way faith is superior to opinion. Why not take a chance on trading opinion for faith by doing the simple task of reading? You can develop faith through the school of hard knocks, but reading is so much easier. Can you discern which path is foolish?

I say you can form an opinion about it without reading any of it. It promotes violence and hatred. And it's a fairytale.
BTW: I study it for eight years and that hasn't changed my opinion of it.
