We are so dumb that we needed to classify the elements into a table in order to make sense of their behavior.
But they existed happily before that!

It evolved from an element chair.
Seriously, though. As far as how elements are created, I suggest you look beyond the realm of the R&S section of Y!A. Perhaps in the realm of astrophysics. I believe elements are creeated during events of extreme heat (exploding stars), which cause hydrogen and helium (I think) to fuse and creat the heavier elements. A few of the elements on the periodic table were created in laboratories for fractions of a second.

While the name Dmitri Mendeleev is usually credited with the with the form of periodic table as we know it today, many other excellent researchers made profound contributions to its development, including Antoine Lavoisier, Jöns Jakob Berzelius, Johann Döbereiner, John Newlands, Alexandre-Ãmile Béguyer de Chancourtois, Lothar Meyer, and others.

Mendeleev put it together.
If you mean -- what created the laws that allowed him to arrange the elements the way he did, the twenty fundamental constants of the universe.
In essence: Math did.

Why does everything need to be created? Why cannot science just "be".
