shes most likely in heat since your saying shes female and swollen. She wont stop licking and to be honest your better off the more she licks!!! Dogs in heat bleed and if she doesnt lick she will get blood all over the place. So let her lick till she gets to the vet.
If she is already spayed and shes swollen and licking there then she has an infection and if the vet diagnosis that he will give her medication to make it stop itching. So until then just dont watch her do it. For god sakes dont kiss her for a while!!!

Since you told me in private mail the dog was spayed 3 years ago then its probably an infection. might want to add that info to your question.

It may seem strange, but its cheap & you may be able to do it without making a special purchase...cut the end out of a bucket and place it around her neck. It looks hysterical but it definately works! (Tproviding of course you have a larger dog!! It could be a tad tricky if it were a little one??!)

You probably need one of those big neck cones. They usually make dogs wear them so that they don't rip out stitches.

If she's not spayed, she's in heat, those are two classic signs of going into heat. Is she bleeding?

Purchase an Elizabethan collar (cone collar). They are available for purchase at nearly any pet store and are reusable.
