Where to make a picture for Diversity Visa Lottery?

I am trying to get a passport size photograph done for applying for diversity visa lottery.The program from the State Department needs the photo to be in the following format and the photo needs to be validated online .
Compositional Specifications: The submitted digital image must conform to the following compositional specifications or the entry will be disqualified.

• Head Position

􀃠 Person being photographed must directly face the camera.

􀃠 Head of the person should not be tilted up, down, or to the side.

􀃠 Head of the person should cover about 50% of the area of the photograph.

• Background

􀃠 Person being photographed should be in front of a neutral, light-colored background.

􀃠 Dark or patterned backgrounds are not acceptable.



• Focus

􀃠 Photograph must be in focus.



• Decorative Items

􀃠 Photographs in which the person being photographed is wearing sunglasses or other items that detract from the fa

we went to walgreens,sears,wolfs camera and still they are not able to provide us the softcopy of the picture.
If you know of any place where this can be done please let us know.

You can submit a digital photo or scan a paper photo.

So don't look for a paper photo.if don't have a scanner, get a digital photo and write it on a cd and upload it.

I took my photo directly from my phone with an app called Green Card Photo found on the Android play store. The app is specifically designed to take photos for the dv lottery visa, green card and passports. Every picture comes out as 600x600 pixels and under 250kb to meet the strict requirements of the USCIS. We got ours at AAA local branch. FedEx/Kinko's does the passport picture also. You just ask passport picture and they know what to do. They already have setup for the passport picture. Try not to take picture by yourself. No matter what you do, there is high chance to get rejected not meeting THEIR requirement. It cost us $12 per 2 pictures.

If you read the instructions, marvelous things, they say no. The instructions say the picture must have been taken within the last 6 months. Tomorrow is the deadline for entries.

you can take a picture with your digital camera, and adjust the resolution/pixels using a basic image edition program or photoshop by yourself at home or at a cyber cafe.
