give him time, be calm and gentle around the cat, and try not to force your desires onto the cat. he will come around in time. Like people, they all have their own personalities.

Definitely give it time. My brother has a cat that he took in (a stray) that took up to almost a year to start coming around. Some do that, some never do. Did you get yours from a shelter? It could have been abused. It could just be a nervous cat. We have a cat, Gordo, who we took in off the streets. Trapped him inside somehow. He doesn't like people too much, only when it's feeding time. He fattened up some. He's a sweet cat, just scared.
Try playing with him. Drag string around is a classic!! A little bit of catnip sprinkled on the floor and let him eat it-yummy for cats! Also, catnip mice are good toys. Toys that you can dangle around are good; just don't leave them out when you're not around. Drag your hand back & forth across the carpet really fast.
Play as much as you can with him. He's young; he'll eventually come around.
Good luck!

it takes time, instead of grabbing after the kitty, get down on the floor on its level, talk to it in a soft voice. Don't stare that aggressive body language to a cat, squint at it. Blink, that's the cat's way of a greeting. go slowly, even tidbit of food, like chicken can help but it all takes time

I had a Siamese male, who fathered beautiful litters for me, for 13 years.....but he never let me touch him! He passed some of his shyness on to a few of his kittens, but the majority of them became cuddly, lovable cats. I don't know why he never wanted to be touched or held, but I respected his needs, and never forced the issue. It could be that your one "untrusting" cat is the same way....just a personality "quirk". If you can just love him the way he is, and never try to force your attention on him, he MIGHT come around, eventually. He's still young, yet, so you have time. Good luck............

Your cat needs to associate you with good things. Does he let you pet him at all? He may not know that petting is a good thing. Give him treats so he associates treats with petting. Eventually you won't need the treats. A stable environment with a routine is key. What does he do that makes you think he is afraid?

Don't run toward him or try to grab him. When he is around keep a treat in your hand and lower it toward the floor, He may or may not take it. Just give him time to feel comfortable. It takes some cats longer to feel secure.

Stay in the same room with him while staying calm, watching TV or reading. He'll learn that you're not so scary. Leave treats for him. Pet him. Talk to him sweetly. I wouldn't be kitty trainer until he warms up to you. :)
