If not, why do the little 8 oz green glass bottles cost about the same as a 2 liter?

Yes it's the same.

Making glass bottles costs more than making plastic. Costs more for raw ingredients, processing machines, and riskier to transport as glass can break.

Most people who buy the 8 oz. do it for the nostalgia of drinking out of a glass bottle and are not worried about cost and value.
