You do them after lots of practice and leg strength. The momentum is driven by your legs, hips, and abdominals. I wouldn't recommend messing with it unless you've got someone there to teach it to you properly. Unless you want to end up in a hospital.

Oh, and Jackie Chan can do it because he's been training since he was a child.

Best thing to do is to get a professional parkour traceur to teach you or a gymnast.
