The seller have a bill of sale from the previous owner, seller telling me that he had no chance to register it, bill of sale shows 3 days ago date. I live in GA, will I be able to register car on my name?

You can't sell a car with just a bill of sale. This guy is trying to sell it, because he found out he can't register or drive or title it, until the last titled owner signs a title over to him. He's trying to pass the problem along the line.

Heck, the last titled owner might not even have paid the car off, and after you buy this, it could get repossessed by the bank!!

As long as the title is signed by the person who's name is one it, then it's no problem. If the title isn't signed over, and the guy selling the car isn't who it's registerd to - don't buy it. Tell the seller to get the title signed by the regitered owner and then call you when that's done.
If you buy the car w/out a signed over title, then you'll have to track down the original owner and you can't register the car until you get them to sign it.

It sounds like he is "flipping" the car. He probably got it for a really good deal and is selling it for a profit. This happens on eBay and Craigslist a lot. As long as the paperwork is clean you should be OK. Just be sure to get a bill of sale from the guy you are buying from to accompany the other documents.

Is the bill of sale notarized? If you have nothing with the persons name that is on the title, you could be buying a stolen vehicle and be ordered to return it without getting any money back. Plus charges for receiving stolen property. You are taking a big chance doing business like this.

Even if its not signed you can still just sign the name on the title and you local DMV will never know. You'll run into a problem if you have to have the title notarized
