I really want to go to NYU but I know it's very competitive and I'm trying to get my GPA up and do good on the ACT to increase my chances. But I've also been thinking that I should just go to any local college after highschool and take some general education courses in hopes of increasing my chances than after that I can just transfer so I was wondering if that would be a bright idea to do and would this actually improve my chances of getting in?

You are going to need to pad your application with volunteer work. If you volunteer at a local hospital or disability center, it will boost your chances of getting accepted into NYU. Grades and standard test scores are important, but top flight universities look for diversified students. Students with a broad range of life experiences.
