Depends...

He could just be trying to plan a special suprise for you. Maybe it involves a ring and a three word question that he hopes you answer with a "Yes"?

*Generally* someone who cheats tend to treat their current better, ironic, no?

If you find a pair of used panties in his pocket, that's generally a good sign he's cheating, as are lip prints in a colour of lipstick you don't use.

If you are truely worried, and have some spare coin...and lots of it...hire a private detective.

Alternatively, confront him. If you don't like the answer, or just feel hinkey, leave him. Your life and reproductive health are not worth it.

the problem with asking this question is you would have probably started acting wierd yourself towards this person like asking where their going or why did they take so long getting home or why didn't you phone me last night. you start making a person feel like you think their cheating by the way your attitude changes towards them. unconciously.
without having any real evidence like seeing them with someone else kissing or making out in your bed etc. you might come out and ask them r u cheating and if they aren't cheating you could end up losing them.
so unless you catch them in the act don't worry or change the way you are or you'll drive them away.

If he starts talking to friends, who were previously good friends, more often. If he stays clean more than usual and starts taking more care of his clothes. He may seem indifferent or overtly and falsely cheerful. He may start taking phone calls in "quiet" places where your not around. Does more work in the evenings or what would otherwise be spare time. Oh and if you can hold of his wallet check for receipts.
Other than that maybe he's just on drugs!

Guy's can act a little strange anyway (I know I am one). If he cheats, hmmmm Cell guarded with his life is a good clue, goes for anyone. Extreme more / Extreme less sex. Smells of girly scent that you don't use.

Some girls (depressingly) just seem to keep accusing their boyfriends/being paranoid and until they get pretty darn frustrated and start to consider it...but that's a minority.

Otherwise, stalking seems to be the only option.

I found this article on msn called "Being two-times? 20 signs" by Karen Salmansohn to be very useful and enlightening in that area:

I hope that he's not cheating on you, but if he is I hope that you confront him and find someone that treats you better!

Go with your gut feeling, if he isn't cheating there is something wrong. Ask him.
