How do u make my FLAT boobs bigger?

My flat boobs are not growing. But i have a big a jiggy butt with my skinny body what should i do help me please.

I used to have small boobs but when I went through the menopause they grew. Believe me, small boobs are an asset - they are more comfortable, easier to check for breast cancer. Friends who have big boobs say they are just a pain in the neck, literally.
