Fatwa is a Islamic opinion from a Scholar or scholars who should have an indepth knowledge of Islam.
The Fatwas that have proof and evidence and depending on the Scholar these are fatwas which I follow.
A Fatwa which would be legal and binding is if the Scholar or Scholars are widely known, if the Fatwa is not against anything stated in the Quran or reconized Hadiths, the Scholars should be known to be trustworthy,.
I follow Fatwas only after the Quran and Sunnah of Prophet Mohammed(PBUH)...
These days some Fatwas from some countries are based polictical agenda... the best thing to do is follow the fatwa which is decided on by many Scholars..

In the early days of Islam, fatawa were pronounced by distinguished scholars to provide guidance to other scholars, judges and citizens on how subtle points of Islamic law should be understood, interpreted or applied. There were strict rules on who is eligible to issue a valid fatwa and who could not, as well as on the conditions the fatwa must satisfy to be valid.

According to the Usul al-fiqh (Principles of Jurisprudence), the fatwa must meet the following conditions in order to be valid:

The fatwa is in line with relevant legal proofs, deduced from Qur'anic verses and hadiths;
It is issued by a person (or a board) having due knowledge and sincerity of heart;
It is free from individual opportunism, and not depending on political servitude;
It is adequate with the needs of the contemporary world.

Fatwa is the most reliable judge on some matter in islam.
it is issued by trusted men of religion who spent a long time in studing religion and theology ( fiqh)> if any fatwa ia released by someone has not knowlege of fiqh, it shouldnt be trusted. there is the Dar- aliftaa al-misriyya ( the center of fatwa in Egypt) that is responsible for releasing fatwas in Egypt. plz try it.
