Go to the police academy and volunteer to let the new recruits chase you for training/practice before they go after the real criminals.

In Wisconsin, running from the cops provides them with a reasonable suspicion you did something wrong, and gives them authority to chase you. Many other jurisdictions probably have similar laws.
If they order you to stop and you don't, that is an obstructing charge. The penalty for getting caught would outweigh the urge, in my opinion.
This thrill you crave could get you, or the officer, or both, hurt. You may want to find another way to settle this craving.

Do yourself a huge favor dude--Simply AVOID the cops and dont give them a reason to know who you are, or else they will forever after that, be "keeping an eye on you" and call it harassment or not, you will be a branded man from then on. Only way to break that cycle is to move across state where they dont know you and start your life over..you'll alwas regret donating time and money to the paranoid b@st@rds.
By the way, is there a soft spot on your head somewhere? what weird fantasy!

I am glad it is just a fantasy with you, where I live people have to live like that daily. I am from an inner city and the police shoot first and ask questions later. Philadelphia, Pa. You will be arrested and jailed until court for running just because you wanted a thrill. Some idiotic idea and thinking that: if you run from the police, then you are guilty. Hope you don't have to learn from experiance, I wouldn't wish jail on my worst enemy.

It could be exciting to be chased by the cops but that might place yourself in trouble because the cops will not run after you if you will not commit a crime.
