It's a Mounting Bracket for Night Vision Devices, typically the AN/PVS-7B or D, AN/PVS-14's. We paint ours Green or Tan so as NOT to be a aiming Point

Its a mounting bracket for night vision goggles (NVGs). When the NVGs are attached to the bracket, the goggles can be flipped up or down based on the soldiers needs. This allows the soldier when leaving a building back into darkness the ability to flip them down and they will stay in a pratical position not requiring adjustment. Or once he is inside a building with lighting, he can flip them up and out of the way so he can see with normal light.

Special lens are placed on the black parts of the helmet to be used for night vision or lights.

its a mounting bracket for night vision devices, most keep it on there all the time that way you dont have to put rank on your kevalar.
