I'm not a mom, but have prepared a few birthday parties for my niece. I would stuff water bottles with healthy snacks and tie a gift tag around the bottle's neck. That way the kids can use the bottle later and enjoy the nutricious snacks.
If there are dollar stores in your area, pick up the water bottles from there so they would be cheaper. You can even make our own healthy snacks. How about chex mix?
An easy recipe is to just melt 2 sticks butter and 1/2 cup sugar. Pour the mixture over a box of chex mix, bake it at 225F for 20 minutes. Stir every 5 minutes. Cool and package it ziplock bags. Insert each bottle with a bag of chex mix. (You can even add raisin or nuts to the chex mix when it's cooled.)
Good luck and have fun. If you're making for 20 kids, it should come out to about $2 per child. (I usually watch the supermarket's weekly sale to get the best deal.)

If you'll allow a humble Dad a go...
T-shirts.
Take a digital photo of everyone together before the party really starts. You can copy it onto the computer and print it out on transfer sheets (any computer supply shop) and then you iron them onto the t-shirts. You can photoshop in the date and who's party it is, or any script you want really.
I did this for my son's party a couple of years ago and the kids loved them. I'd bought a box of t-shirts from a market stall and rather than be all blokey and get someone else to do the ironing for me I, er, used a trouser press!
Anyway, all told cost under three quid per shirt and the kids had something fairly unique.
(If I was you though I'd get someone else to iron the images onto the shirts (or trouser press them) because it takes a minute or two per shirt and it's a pain to have to keep nipping off to another room for a couple of minutes.)

I agree about spending a fortune on birthday parties. I also hate the toy overload at our house. They don't play with 90% of them anyway. So I have a strict rule. My kids are welcome to have a party, but all invitations are sent out with "No Gifts, Please" in big, bold letters. Some parents are incredulous when they call, but I assure them that we do indeed mean it. And then I feel under no obligation to hand out gift bags either.
Birthday parties are expensive for the attendees' parents as well as for the parents throwing the party. Spending $15 on someone from your kid's class who you barely know, if at all, gets old real fast, and probably keeps some kids who would like to go from attending, because their parents can't or won't spend that kind of money.

party bags are getting so competitive these days - whatever happened to a bit of cake wrapped up in a napkin and a balloon to blow up at home. That's what we got in my day.....ah the 80's...,,
Oh well - I don't suppose you have a digital camera and a photo printer do you? If you do then you could take a photo of all the kids together with the cake and print out a copy for each of them to take home as a memory.

how about those suprise bags i think theyre 50p each,my little girl gave them out at her party and the kids loved them buy boy and girl ones,inside them there are colouring books hair accessories and allsorts of fun things the kids love it.parents will appriciate it to as theres nothing worse than sending a kid home with a bag full of sugary treats so they become absolutely hyper for the parents!!i think its great that ur doing this i h8 party bags lol u could also try ur local poundstrecher 4 bargains.goodluck with the party hope all the kids are good 4u and that u dont get too stressed! and also hope ur son has a great bday.

How about doing an arts and craft project with the kids?
My daughter (now 12) has been doing this since she was 7.
We have done tye dyed t-shirs, beading, bracelets, garden stones...even when we did the beading...the boys that were here loved it! They made them for their moms.
If you go in the search, and type in crafts for kids (or put their age) you will come up with a bunch of stuff.
This also keeps the kids busy and entertained during the party.

How about savings bonds! So useful! In all seriousness though, what's wrong with a little candy and some toys? When I was 7 and I went to parties, the little toys and candy absolutely made my day, much more than something 'useful' would. But hey, if you want to give them a thesaurus and a glue stick go for it.
