Normally my body temperature is 95.6 which I think is abnormally low but I've gotten the same results on different thermometers throughout my life. So anyway, I've been sick this past week but today I felt like I was burning up so I took my temperature and it's 99.2, which wouldn't be a fever under normal circumstances. So do I consider this a fever and how significant of a fever is it if I do?

You have a fever. If it doesn't go down soon, go see a doctor.
