is a person who does not own a bussiness nor work for the gov. allowed or not allowed to run a 'credit check' on another person, whom they are not related to?

we are trying to find someone,whom we believe may be deased now but are not 100% sure of. we wish to see if their credit is 'active' or not.

they are allowed to when the person being ran gives them the permission to do so. But yes you do not need to own a business or worl for the gov. to run someones credit, but you do need thier permission to do so

If this person of whom you speak owes you money, a debt collection agency should be able to find this out for you. Otherwise, an attorney or private investigator should be able to find out.

Even these days there are still ways for a person to be alive without casting a credit shadow, but no one is always truly invisible.

NOBODY CAN RUN A CREDIT CHECK ON YOU UNLESS YOU GIVE THEM YOU SSN. THIS HAPPENS WHEN YOU SIGN UP FOR SOMETHING, LOAN, CAR, BIKE, HOUSE, MORTGAGE, CASH ETC.

IF YOU DO NOT GIVE THEM YOUR SSN THEY CANNOT RUN A CHECK ON YOU.IF YOU ARE FILLING OUT FOR A JOB AND GIVE YOUR SSN THN THEY RUN IT AND IT DOES NOT SAY YOU AUTHORIZED THEM TOO DO THIS THEY CAN BE HELD LIABLE FOR USING THAT SSN WITHOUT YOUR PERMISSION.

That depends on the situation. If they are selling something to you then yes, they are.
