There is no automatic withholding from SS payments. If you know that your SS payments will be subject to income tax based on your other income you can direct the SS to withhold any amount that you direct.

None unless you request them to. If social security was your only income or you didn't have much other income, your social security wouldn't be taxable, but depending on your other income, up to 85% of it might be taxed.
