it's similar to a real "outlet" store. A real "outlet" store or outlet mall is where you buy goods that they are trying to get rid of , so the price is lower. There is usually nothing wrong with the items, but they want to get rid of them.
The reason for an item being in an outlet are:
Older model item - fewer people are buying it because there's a similar, but newer model.
Too many items were ordered - so they have to sell them cheaper to clean out inventory.
Out of style item.
It's possible that some of them are re-manufactured, returned, or display models, but they have to explicitly tell you this in the description.
