dogs try to be picky..... especially when they have been given treats and table food, not necessarily by you.... leave their food out, when they get hungry enough, and realize that is all they are going to get, they will have no choice but to eat it. Think of yourself, if all you had in the house to eat was something boring and bland, you will hold out until you cant stand it anymore and you will eat it. If it was just one dog, it may have cause for concern but both dogs? They are waiting for the goodies!!!!! Trust me, they will eat it!

No HEALTHY dog will starve itself if quality food is put in front of it. For example, Canidae or Wellness.
I am going to assume you have already talked to your vet about this and they are not in some sort of distress, like bloat or intestinal blockage due to swallowing a chunk of rawhide...
How old are the dogs?
Have you changed food lately?
As in possibly wet to dry?
Small breeds tend to be pickier eaters.
If they have been checked by the vet and decreed healthy then this is what I would do:
Put down a bowl in the morning with half their daily allotment. If they have not eaten it in say 10-15 minutes, pick the bowls up & put them out of reach.
Here's the hard part (for you):
NO treats, NO human food or table scraps.
DO keep plenty of clean fresh water available.
Offer them the dog food again at dinnertime; if they don't eat it, again take it away.
Same thing next day.
After a couple of days of this they should clean their bowls when they hit the floor in the morning.

My dog was like that about 2 weeks, and for that period I gave her dogfood with some 'spuit' (like injection for shot but the needle was taken away). Eventually I went to the vet and there appeared to be a problem of 'fake pregnant' or so. My dog was taken care in the hospital for 1 week and now she is back to healthy and eat more than usual, also I give her vitamin the vet has suggested me to give. If your dog doesn't want to eat and can not eat anything for days, don't wait too long, bring it to the vet or hospital. They know much better what to do.

This could be multiple reasons. It could be because...
The dog doesn't like the kind of food your buying it. I know my dogs NEVER eat when i give them iams food. They just don't like it.
Or...
Maybe your dog is still a puppy, and his/her teeth are still growing in. The dry food might be hurting his/her teeth. Try canned food. it's just like preferring soft-serve ice cream over the scoops. lol.
Or....
Maybe you should watch for changing in his/her behavior. It might be that she is getting pregnant. Or he/she is getting sick or something.
Or...
Maybe she just isn't hungry.
What you could try to do is....
-Changing the food
- Wait a bit longer and see if he/she still isn't eating. Then call the vet
- Sprinkle something on top of the food to give it flavor, and mix it around so the dog will want to eat it.
-Don't give the dog any food/treats/scraps/bones/ect. except at it's feeding time. It would then realize that it needs to eat

P.S.- If the dog has nothing else to eat, it wouldn't starve him/herself. He/she will eat his/her food if there is no other option.

Is it because they look like they are not feeling well, listless, no energy, just lying around? Or is it just them being food snobs and they don't want the particular dog food? If that's the case leave it, they will eat once they are hungry, if they seem sick then you need to see a vet to diagnose the problem.

Are either of your dogs new to your house? When I got my first dog, she wouldn't eat for the first day. If not, try switching their food to a good food with no grain. Make sure you choose a healthy food. The first ingredient should be a kind of meat. Example: Chicken/Beef/Turkey/Lamb
The first ingredient should NOT be any kind of food with 'meal'. You might also try feeding them in separate rooms. Good luck!

Is it one of the crud brands like Iams,Kibble's n Bits, Beneful, Science diet,or any other grocer brand. if so I don't blame him for not eating that. Try some all natural foods like Canidae or Wellness. Dogs LOVE it. it has actual real meat in it! try mixing a bit of natural can food into the natural dry food.

Try changing foods... they must have ate something at one point in time so I'd mix a little of the new food in with whatever you were feeding them. This will prevent them from totally disliking the food immediately! Good luck!

Also to add, make sure your dogs kibble is not too old. Dog food bags should have an expiration date on it. They can go rancid, and make a dog feel sick. Dogs can sence when they should not be eating something if its rancid.
