Well if I was a Dem COngressman, I would be a snake in the grass. First I would say "B" but then "D" and then say "A" then during campaign time spin it so it seemed the Axis of Evil needed me as a consultant to guide them (outcome could be spun as needed to win said election), finally when I would vote against 0bama care seeing as 60% of Americans are against it, I would do "C".
