In some countries law requires that courier packages are accompanied by a passnager on flights. So when urgent packages were sent on flights they used to have an on-board courier to carry the paperwork and nominally be the owner of the bags.

I traveled as a British Airways on-board courier about six times back in the 1980s. They required us to dress well and we had to hand the paperwork to a customs officer on landing. Once I could afford normal tickets I stopped bothering with the courier service.

British Airways still offers this service.
