Absolutely, and it was set in 1797 when the US Congress unanimously passed and President John Adams signed:
•“As the government of the United States of America is not in any sense founded on the Christian Religion, …”
http://www.yale.edu/lawweb/avalon/diplomacy/barbary/bar1796t.htm
There is not a single mention of God, Jesus, or Christianity anywhere in the US Constitution The issue was discussed and the Founding Fathers voted God out, intentionally. The democratic republic they created was the first 100% secular government in human history.

Michelle Chang --
Don’t let the door hit you on your way out.
1. The US has the most expensive healthcare system in the world. It is almost twice as expensive as every other developed nation. This is largely due to administrative costs which account for 19-25% of healthcare costs, and up to 34% at for-profit hospitals.
2. Other than South Africa, America is the only developed country in the world that does not provide healthcare for all of its citizens.
3. Yet, the US ranks 24th in the number of healthy years a person can expect to live - putting America’s healthcare system in the company of Cuba and Slovenia rather than Canada and Western European nations.
4. Forty countries, including Cuba, Taiwan and most of Europe had lower infant mortality rates than the U.S. in 2004.
5. And, despite ludicrous right-wing anecdotal claims of high dissatisfaction among those who live in countries with universal healthcare, the reality is that, with the exception of Italy, Americans are more dissatisfied with their healthcare than are the citizens of every other developed nation, including England, France, Germany, and Canada. Moreover, US doctors spend less time with patients that do doctors in other nations.

First of all, a person's religion is whatever set of beliefs they use to guide their lives; they represent his/her god. So, any test that is given is going to be a "religious litmus test." I think that by "religious," you meant what most people mistakenly call Christian.
Stop mixing non-profit religions with politics? Of course not! Athiests don't have a corner on the truth. They're guessing just like virtually everyone else is. There are only a very very few people who really know the truth but the others who only think that they know the truth are too hard headed to listen to reason. As a result, because virtually everyone is wrong but convinced that they are right, the people who really need to be running things are left in virtual or total obscurity and the world is going to continue going to ..... well,...pot.

No, did you forget what the whole point of America was? So that people from different countries could come and practice religious and other beliefs freely. All the different cultures are what makes America so great. Take that away then you'll just have another war torn country.

Yes and the test would be do you have a religion then you are red. and if you don't you are blue. A test doesn't really do anything except give information to be used. It what you do with the info that really matters.

Homer Simpson is hardly a role model.
It is NOT "so easy." This is a democracy.
I agree with the guy who told you to put that crack pipe down.

The US was founded as a secular humanist republic (though it was before secular humanism was called that) so that should do the job just fine.

No, because one of America's rights is freedom of religion. Whether Christian, Jew, Muslim, Buddhist, or another religion they can come here to be an American.

right now there already IS one....set by the liberal atheist democrats......no one is allowed to be a Christian and sit on the Supreme Court.....everyone they rejected was based on the fact that they had Christian morals and were pro-life. So abortion is is the litmus test....if you are against it, and pro-life, you are are automatically discriminated against.

America, is not based on religion.
America, is a republic, that was founded on Capitalism, and has been morphing into Socialism.
When this country writes into law, national health care, I'll be looking for a new home.
