Well, if he is making you uncomfortable, I'd confront him in public about his inappropriate peep show. If he continues to do it, alert authorities and tell them what you just told us. They should put a stop to it. It's not fair that you can't feel comfortable in your own home. You shouldn't have to keep the drapes closed, and be made to feel like a damn vampire.
I had a stalker once, while in community college. He would be standing outside of my speech class all the time and sometimes the class would glance out and see him having invisible fights with nobody. Wildly punching the air and the embarrassing thing is, the whole class knew he was there for me.
They would all burst out into wild laughter and he would be there everyday! He knew my schedule better than I did, and my teacher said that she was going to call the police one day, when she saw him walking behind me, because she had a student in the past who had a stalker and wanted to take better precautions this time. I knew him, but not well enough for him to be following me around like he did. He made me want to put on a pair of glasses with a mustache attached during most of my junior college days. Best wishes!
