i am currently building near the beach and had my rebar steel exposed for about a year due to set backs is there some chemical solution i can used to contain this problem

nothing practical, just use the stuff, once the bar is encased in the concrete it will not be exposed to the oxygen, and it will be ok

you should brush off the loose stuff, but there isnt likely too much after only a year...more important would be to wash it off well if there is any salt...

rebar is a mechanical bond

so if the rebar is roughened up, it will just work better

the steel needs water and air to corrode

once the rebar is encased, you will only have water.

as the concrete cracks, air may be able to get to the bars, so if you want, you can coat the bars before hand with an epoxy paint

You really need to brush off the loose rust before you pour the concrete. Otherwise the concrete may not bond to the steel and you will not get the full benefit of the rebar.

Corrosion can still occur. Esp- near the ocean where chlorides are present. And you wouldn't know.

Use of fiberglass (FRP) rebar offers a solution that should last for the lifetime of the structure.

Steel bars should cover by nylons before using to keep oxygen away from the iron and when you use it in the field you should be sure that the concrete cover it no chance for air and water be in touch in the future.

Use organic coatings such as varnish, oil paint, or paint. Since rebars are exposed for about a year I proposed you prepare the metal surface before coating by sand blasting or grit blasting.

Re-bar can be puchased with many different types of coatings to make it more resistant to corrosion.
It can be bought with galvanized, epoxy, teflon and other types of coatings already applied to it.
