Look in you phone book for sellers of LPG or LP Gas. You will have to go to their location to have your bottle filled.

I don't know about WA but some states, like here in NJ, no longer permit you to refill only swap.

If you do not have LP dealers near you, check with a larger U-Haul trailer rental. They usually sell propane and refill the bottles.

I live in Gosnells and we take ours to Bunnings, they will either refill it or swap it. Obviously if you want it refilled you have to wait while they do it.
