sounds like tiem to say goodbye unless the vet says otherwise
Sorry but at that age it's often what's best. Here is a poem that may help.

PUT ME TO REST

Time to let me go my friend,
Because my life no-one can mend,

Um, what does your vet say about it?? Labours to breath? She is aged, and it sounds like a heart issue. Treatment..... Allow her home with painkillers to pass away comforted, sorry for your loss.
