First of all, get to bed early (you'll have more energy in the morning) Then get a good alarm clock that'll work.
Then set it at 7 or 6pm and go to sleep
P.S. When you wake, you feel like going back to sleep, just think about the consequences of being late, that'll wake you up.

Do the hard stuff when you get back from school. Also, get your backpack ready for the next day as soon as possible, so in the morning you can get up, get dressed, eat breakfast and go. If you have short hair, showering at night is better. You clean off from the day, instead of going to sleep all covered with sweat.
After you've done the hard stuff, if you're still up for it, do some of the slightly less hard stuff. You'll do better that way -you'll have done the hard work before you get tired- and you can leave anything easy for the morning.
Set an alarm for about 8 AM and don't stay up past midnight. 8 AM is a perfectly reasonable time to get up.
When you wake up, force yourself to roll out of bed on to the floor. By the time you're down there, you might as well keep going. It's how I wake up.

Maybe you should get an alarm clock that works. Also do you go to bed at a reasonable hour to enable you to wake up early? If you can't sleep at night try first taking a nice hot bubble bath then reading a book before bedtime. Or try counting sheep (it might sound silly, but it really works).

Why not work with your sleep cycle instead of fighting it? It's actually quite normal at your age for you to be sleeping later. Some high schools have even set up their schools to start later.
My advice: do your homework and studying before you go to bed instead of right before your lessons. Although, if you're getting up at 9, you should still be able to get yourself ready in an hour or less (and if not, figure out a way to do it! set a timer and race or something) and you'd still have an hour or something to study.

it is obtrusive which you somewhat prefer better than 6 hours of sleep a evening. all of us has distinctive sleep needs, so in basic terms settle for it. maximum folk prefer a minimum of 8 hours of sleep, some human beings extra. flow to mattress before ... in case you get enought sleep you will no longer sense the would desire to sleep 15 hours on the days you don't get woken up.

have an alarm clock, set to the required time, then place it so you have to get out of bed to silence it.
The more annoying the alarm the better

you have 6 options
1. Get an alarm clock
2. Don't Sleep (I doubt your going to do that though)
3. Sleep At School (Doubt That too)
4. Do your homework after you get out of school
5. Believe in yourself and do your homework RIGHT NOW!!!
and 6. Play Now Homework Later (_Just Kidding_)

hell, ever heard of a alarm clock!!
set like 5 different alarms at 3 min intervals and decide at night that you are going to wake up on the last one.

what school starts a 12:10 for a 14 year old? thats the frist time i've heard about that, anyways.
In every students life they need to invest in a clock radio and i think your time has come.
snag $20 off your mum and grab yourself one, it will help you waking up to the latest toons, and more inportantley, on time.
have fun.
