God created Lucifer.
Lucifer disobeyed God and became the devil.
Why? Because he chose to.
How? Because Lucifer got free will.
Who created Lucifer? God.
Who gave him free will? God.
Did God have foreknowledge of what Lucifer would become and do before creating him? Yes.
Could God have chosen to not create Lucifer then? Yes.
Did He? No.
If I was the all loving God knowing that creating Lucifer would end up in Lucifer inflicting horrible pain to people and eternal burning in hell to Lucifer himself, would I have avoided the creation on Lucifer? Yes.
God creating Lucifer with free will but writing Lucifers future as a damned life is not all loving to me.
Yes, Lucifer chose it with his free will but God knew before creating Lucifer what the outcome would be.
An all loving God like Himself CHOOSING not to avoid this creation is very strange.
NOTE: This is not a question of free will. I will agree, Lucifer got free will.
But why did God not avoid this creation?

By not avoiding the creation of Lucifer God indirectly declares that He does not care about the fact that one of his creations "Lucifer" will eventually end up burning in hell and suffer eternally!
Does a God of love do this kind of stuff?
Creating something knowing that it will suffer eternally?
God knew it and could have avoided it.
God CHOSE not to avoid it and CHOSE to see Lucifer burn eternally in HELL!
Who do we blame here?
Satan which God knew would burn in hell and become evil or God who could have avoided the terrible incident from happening as He already knew the future.
You be the judge.

Remember: it is not a question on whether Lucifer got free will or not.
The question is why God would be so evil and choose to have one of His creations suffer eternally in Hell when He knew it would happen but could have stopped it.
God sounds really cruel and evil here.
I pity Satan. If I were Satan I would not have wanted to be created.

Why have children or pets? You must be evil to do so because....
For I know before they breathe their first breath that they will suffer pain and disappointment in their life.
I must like inflicting pain on another creature since I would allow it to come into the world. Thus I must be guilty of all the pain and suffering, regardless of the precautions I take and the warnings and instructions I give to prevent such pain and suffering.
Hmmm.....Would I want to exist alone? Even if that meant I could prevent any pain and suffering?
Maybe I can make everything be "programed" to do everything in which I think is right and correct so everything is the same and there is no deviation from what I say is right.
Maybe God just was lonely and wanted something to love but knew that he would get bored with it, if it did everything His way.
Maybe God created those who have "eternal burning in hell" (whatever that means) differently than those who don't and maybe it isn't evil and cruel to them.
You take an oxygen breathing thing and submerge it into water, are you being cruel?
Not if that thing is a fish.

God did not make the devil as he is now, but God made him to be a beautiful angel.
However, God believes in free will, not puppets, so he gave Lucifer a will, and unfortunately, he rebelled against God.
Ultimately, everything works out perfectly.
For example, without the devil there would be no temptation and no fall.
Yet remember without the fall there would be no need for redemption, and without redemption God could not have shown how much He loves us, because through Christ’s death, God reveals this love.
No greater love is this: that a person lay down his life for another.
Satan didn't just refuse to obey God any longer, which was bad enough; he actually tried to overthrow God!
Couldn't God have known ahead of time that Satan would rebel? Yes, He could have.
Maybe He chose not to. Almighty God can do, or not do, absolutely anything that He wishes. We cannot judge Him.
Why did God allow choice? Well, using human marriage as an analogy, would you want to be married, forever, to someone who had absolutely no choice in the matter?
Or, would you want to be married to someone who personally chose to spend their life with you?
That is the choise that can make you a child of God ... freely!
God did not force the angels to obey Him.
Was anything at risk? Not really.
Even though angels are very powerful, God remained, and will always remain, absolutely supreme in power and authority over any number of them

Now I don't believe in any religion, but I have an answer for your question.
Since in your question, God is all knowing, and can tell the future, what if God knows what the end point or destination is for humanity, and it wouldn't be the same without Lucifer/Satan? If you had to sacrifice one creation so that the rest may go on to greater good or elevate to a highest level, would you not do it? Yes, I think most would, especially considering the creation in question had free will.

I like your question. You put it in plain and simple terms. It makes every religious non-answer stand out much more than they normally do. The story you just laid out, along with many violent, prejudiced, and hateful versus and stories in the Bible are quickly ignored by those who can only see "The Truth." Religious people ALWAYS ignore these questions and go straight to "you don't understand," and NEVER really answer the question. Take a look at the following link. Much of your conclusion is based upon quite a number of premises, any of which can be wrong.
To say God knew satan would rebel is incorrect, as you are assigning linear time to when satan was created.
God created him. Satan CHOSE his course of action.
And there is a much greater purpose at work here that you are not even remotely aware of regarding free will. In order to truly have free will, you would need to know not only what your options are, but the consequences of those options.
I've given you a hint. It is up to you to pursue understanding, or just reject everything using your line of reasoning.

Well, indeed God is a loving God. Indeed God was well aware of Lucifer's intentions before creating him and giving him free will to do as he wishes. But the one thing people seem to forget oh so easily is that God isn't just love. He is Just and Holy and Righteous, among many other things. Holy meaning that He is set apart. He is completely without sin and without fault. He will not tolerate that with sin or fault to be in His presence. That is why He gave up His only begotten Son, Jesus Christ, to be the atonement and propriation of our sins and transgressions. God knew full well that Adam and Eve were going to sin and disobey Him as well. Still He created humans knowing they would betray Him. Why? Because God knew that all these things had to happen before any of it even happened. Because God is so loving though He wanted to create humans and to love us unconditionally and to be with us for all time. That is why we were created. to share in God's Love. But Adam and Eve screwed up. God could no longer be with His creation. Why not? Because He is Just and Holy like I said. So He sacrificed His Son so He could be with us yet again. This is why God did what he did knowing full well the implications such actions would have. The same is true for the creation of the angels. God knew that 1/3 of the angels would fall from heaven and follow after Lucifer. That is why He created the Lake of Fire, because He is a Just God and Lucifer and his followers are receiving their punishment for their crimes. The same is true for the humans that refuse to accept God's free gift of salvation and continue to live in their own sins. They are cast to the Lake of Fire as punishment for their crimes. Given the chance to obey and lead a pure life, but some betrayed God and threw away that chance. They had a choice. They made it. They must now suffere the consequences of their actions. So, no, you didn't defeat me, or rather defeat the One whom I serve. Now you can either accept the answer that is being given to you and open your heart to God, or you can harden your heart and ignore this answer, further pushing yourself away from God. I pray that your heart would not be hardened and that you would come to understand the true nature of God and of His actions. Make the right decision.

Although it is a mystery why a perfect being like Lucifer would choose to rebel against God, Lucifer did. Lucifer is completely responsible. God did not make him rebel. The fall of Lucifer demonstrates for us the justice of God in punishing sin. The gift of God's one and only Son, dying on the cross for sinners like us, demonstrates the unmerited favor of God in forgiving sin for Christ's sake.

God created you knowing that you would question His Love and call Him evil.... Should He have avoided this altogether by not letting you be born? Just as we have the chance to ask for forgivness, so does Satan. Knowing that he would never do that, God created hell for him to go.

One little problem with the thought "burning in hell and suffer eternally". Nobody, including Satan (formerly Lucifer) will suffer eternally in hell.
Do your research on the concept of "hell" based on the Bible. Your idea of what people says about hell is totally erroneous.

Looking at the story, the temptation facing Lucifer to rebel was no different to the temptation of Adam and Eve. God's reason was to discern merit.
Lucifer was 'the light bringer', the chosen out of all of God's creations to oversee his full creation, thus God had the authority to test him. When Lucifer realized his position, a vapor of pride entered him and he sought to surpass his position by trying to become God. He cultivated contempt for God when he saw he was superior to the others that God had created. He had, as you pointed out, 'free will' until the moment he himself voiced this contempt of God to God. From that point on Lucifer realized he could not share Heaven with God and proceeded to rebel. God dealt with him severely for his disobedience as there was no one else more gifted with God's grace than Lucifer up to that point. Lucifer should have known better.
The desire to be worshiped as God was unquenchable, even to the day that he tempted Jesus in the desert, with the final temptation of asking Jesus to worship him in return for giving Jesus world domination. (Matthew 4:8-9)
Jesus responded with "Away from me, Satan! For it is written: 'Worship the Lord your God, and serve him only.' " (Matthew 4:10).
This was the same commandment that God the Father gave Lucifer when he disobeyed Him.
The Lord also made this clear in the Ten Commandments so that they would not make Lucifer's mistake "I am the Lord your God, who brought you out of Egypt, out of the land of slavery. You shall have no other gods before me.' (Exodus 20 2-17)
