YES.
(Romans 13:1-2) Let every soul be in subjection to the superior authorities, for there is no authority except by God; the existing authorities stand placed in their relative positions by God. 2 Therefore he who opposes the authority has taken a stand against the arrangement of God; those who have taken a stand against it will receive judgment to themselves.
This does not mean that God approves of their actions. whatever rules and laws they enact and the effect they have on peoples lives will be taken into account by God when those ones are judged. If they die before Armageddon, their deaths pay for their sins.
(Romans 6:23) For the wages sin pays is death, but the gift God gives is everlasting life by Christ Jesus our Lord.

The bible doesn't allow the government to do anything. The government is of the people by the people for the people. Not of the bible by the bible for the people.

The Bible and the US government have nothing to do with each other, at least that is how it supposed to be. But, if we did base US policy after the bible, then slavery would be ok, as well as murder as long as you say, "they worked on Sunday" or some such, and genocide would be ok too, as long as we justify it by saying that they are evil.
Morality based on the bible is immoral in today's society.

The Old Testament does. There are certain offenses that in the Mosaic Law (the law handed down by Moses and inspired by God) that required immediate death. Among these were murder (not including accidental death, has to be premeditated), homosexuality, cross-dressing, disrespect to God or the Ark of the Covenant (bringing in statues of other gods like Dagon or Baal at the time), etc.
The New Testament does not. In fact, the New Testament proclaims the governments to be evil. They may be a necessary evil, but they are evil. The New Testament tells us to obey the laws as long as they don't interfere with our obeying God's laws; but that if those gov't laws should interfere we are to disobey them in favor of God's commandments.
Jesus does say for us to be no part of this world as he was no part of this world. A huge part of this world is the various governments, who use their position to solidify power and attempt to establish themselves in the position (leader of humankind) that belongs solely to Jesus and later to Jehovah once Jesus' thousand years of rule are up and he relinquishes command to Jehovah God.
So the New Testament doesn't really care one way or the other about government policies. It is none of our concern, and only God's concern insofar as it fits into His plan to restore mankind to perfection under God's rule.

Yes, God establishes human government and commands us to follow it. The authority of government rests in its ability to take life.

Yes. Romans 13:1-4 says "Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil."
