well some landlords just dont like dogs in their house's as they leave smells and possibly stains and damage that the next tenants would not like.
look at it from his side of things, if you ever leave that apartment he is going to have to find someone else to move into it, now who is going to want to move in to a house that stinks of dog pi$s? has all the cupboards chewed, the cupboard doors swolen from teh dog c0cking its leg up on it? and stains all over the carpet. that is what he has to think about.
as we said before, his house, his rules!

Ya a Chi can live in an apartment, if the landlord allows dogs. Many apartments do NOT allow dogs! Sorry, its not fair, but the landlord makes the rules. Most apartments do not allow dogs for a reason...
they bark, whine and howl when the owners are gone, this disturbs other tenants. That isnt fair to the other tenants.
they can be destructive with chewing and digging.. plus some owners are not consistant on housebreaking. The pet deposit you pay does not even begin to replace the carpet that a dog can destroy! The landlord ends up with a big bill to replace and repair damage, and also to clean when a tenent leaves. That isnt fair to the landlord.
Insurance.. the landlord has to pay for extra insurance for dogs. This ussually comes out of ALL of the renter's pockets. Not fair for non-pet owners to pay higher rent just so you can have a dog.
Some tenants have been known to abandon the dogs at the apartment when they leave. Yes, it actually does happen. The landlord has to call animal control and the dog goes to the shelter. This isnt fair to the dog.
If you want a dog, you need to find a dog-friendly apartment complex, or go get your own home.

do they not allow chihuahua's or dogs in general? i'd have to say that's the rules and you probably knew them when you moved in. it's the rules and probably nothing you can do about it. you're gonna have to move if you want a chihuahua. there are many apartment complexes that allow for small breed dogs. as far as i'm aware there isn't a city wide ban on chihuahua's anywhere like a pit. although personally i'd much rather live next to a pit than a chihuahua, i'm less likely to get bit by a pit than a chihuahua.

If they allow dogs but not Chihuahua's, just tell them its a Rat Terrier, they will never know the difference.

what u can do is go to the manager. tell him/her that you really need a dog. or get one and have a rat cage. just say its a rat if they ask! lol! just joking!

If there's a No Dogs rules, then that means absolutely no dogs. Landlords have the right to place that restriction on tenants.
