First off, what religion's God are you talking about?
Since I was raised Christian I'll try to talk about that...in short...both. In general, in Christian theology you have the Law and the Gospel. The Law being the laws that God gave people, showing us where we fail and where we go wrong. God as the judge telling us that we have not lived up to the Law. But then the Gospel is where God tells us that despite humanity's shortcomings He forgives us and loves us to the point that He provided a Savior, a sacrifice, His Son Jesus, in order that humanity may be redeemed.
Some Christian denominations concentrate on the Law and seemingly forget about the Gospel, while others do the exact opposite and talk about Jesus while forgetting the reason why people needed a Savior.
So...both.

As Lawgiver, God brings order to the chaos of peoples lives.... people living in fear of robbers and rape in African war zones want Law.
As Judge, God is the good judge to whom you bring your complaints; this man stole from me, society is against me, and God will protect you.
As Liberator, God has freed you from the tyranny of sin, but also from so many troubles of modern society...the 'body image' as society deems for women - God has liberated you; you are made in God's image!
As Lover, God is always there for you, always beside you, to help and hold you.

Everything, absolutely everything finds its purpose in God. He is the Law, He gave the Law, He is the righteous Judge, He is also our Liberator from our sins, and He is the best kind Lover. His love endures forever.

As one relates to Curious George or Clifford the Big Red Dog. They're all fiction. Fortunately, George and Clifford didn't slaughter more people than Hitler. Can't say the same about the evil Biblical God, but lots of people find that stuff appealing, I guess.

All of the above. How can one Love without setting boundaries? (for the other person's actions, not boundaries for Love).
It is a sign of God's love that he corrects us. "For whom the LORD loves He reproves,Even as a father corrects the son in whom he delights." Prov 3:12
People today incorrectly think that love means acceptance of everything the other person does. How sadly mistaken we have become.
True Justice includes mercy which includes love. Conversely, one cannot love without exhibiting mercy and one cannot have mercy without justice.

We should relate to God as our Father. He is the Father of our souls. He created us. While he gives us rules to live by, he is also a loving and kind father who waiting to help us through life if we will only invite Him into our lives.
