Since Dogs listens to commands in the language of the owner, should it not be natural to presume that their barking is also an attempt to speak the same language. If yes, than my Dog barks in Queen's English and my neighbor's dog barks in Swahili, however, they understand each other perfectly well. Any explanation ?

Dogs have a method of communication all their own. Your dog and your neighbor's dog are communicating in dog, but do understand some of what their humans are saying to them - it's pretty awesome, isn't it? But you understand that sometimes your dog tells you "Hey! Come look at this!" even though you don't "speak dog." It never ceases to amaze me when I think about the attempts people and animals make to communicate.

A bark is a part of body language and the sounds often illicit the proper response even in separate species. Sorry, no language is involved.
