Photoshop is the best. There is a software called Gimp which is a Photoshop alternative and it's free! You can try that one. If you want more professional ones like Photoshop than try Corel Paint Shop Pro.

I Use Microsoft "Picture It" Digital Image Pro. I don't know what it's ratings are, or how it compares to other "photoshop" type programs, or even what else is out there.
All I know is that I have it, It works for what I need it for, and I love the "clone brush" that gets rid of that pesky pimple, or shaves an inch off my thigh when I'm positioned funny.

If you have a full version Photoshop, there IS no better software. Even the Photoshop Elements application is as good as a full version of about ten or fifteen years ago.
