Yes you can surf the web, BUT depending on the band width of your ship you are really limited to who can, when you can and what you can surf. Even on the carriers, most people can't do anything on the computers while underway except those ratings that need the computers to do their jobs, mainly admin. Everyone else it is a paygrade thing. There are some people that really never get to use the computer while underway because the systems just are not large enough to accommidate everyone so it is a work only tool. Even those people that are given access have a hard time just using the programs the need to do their jobs. I was one of those people lucky enough to have access nearly all the time and even then it was super super super slow and that was just simple ships e-mail or other required programs I needed access to do my job. A lot of the time we would stuck and couldn't do our jobs underway because the system was down or restricted. This was on the newest carrier in the fleet so we did have the largest LAN out there. So your real answer is really no, most of the time no you will not have access because the size of the LAN's cannot handle everyone onboard just hanging out surfing the web. AND just because you are an IT does not grant you anything except the right to keep the LAN up and running, not personal use of the internet. It isn't always so bad and sometimes it is almost OK. As technology gets better and the Navy gets up to speed things have gotten better but not like your high speed internet at home. That will always be just a dream no matter what they tell you in IT school.
OH YEAH...no personal e-mail accounts at all, no Yahoo, no U-tube, no my space, no to most stuff like that. Yes to your banking sites and a few other things. Remember this is not home.

yes, and no. no access to open source email(yahoo, hotmail, etc). no access to facebook, myspace, etc. there may be other sites that are locked out as well. email is strictly through your shipboard account only.
you may NOT hook up a personal laptop to the ship's LAN. attending college courses online might be problematical( the satellite can be needed for other stuff)
depending on the size of the ship, there may only be a few unsecured Comps available for recreational use.
