VoIP doesn't have anywhere near as much infrastructure to maintain. They run their data center and support staff but don't have lines to everyone's house or telephone poles and stuff like that.

Yes, VoIP is cheaper because it uses Internet as data transport just like email.
And, most VoIP services provide free phone calling between their account holders, because the overhead is minimal.
The only reason we pay anything at all for phone calls over Internet to regular PSTN phones is because the local telephone exchanges own the copper phone lines and charge for access to the numbers terminated (and originated) through their private lines. Otherwise, VoIP would be mostly free or very cheap.

VoIP is used through Internet.
Now, think about this. Does it cost any money to send an email from lets say United States to Australia just because it is on the other side of the world? No.
The same principle applies, but only that VoIP is cheap but not free.

Lower Tariffs - its a "data service", not a voice service.
Also, right now, the quality of VoIP is less than the quality of a circuit switched phone call.
