how do I safely remove a program that I downloaded from a website?

It would really help if you gave us the program name!!!

Assuming you tried to remove it in Add / Remove programs, you likely corrupted the program's un-install routine.

This actually works, most of the time:

Install it again, then un-install it.

If u have not instaled it just right click and delete but if it has been installed go to start=conlrol panel=add or remove hardware=find it and remove it

go to start ,settings ,control panel,add-remove programs, then click on the program you want to remove, and click remove. that should do it for you
