i want to buy a cell phone off the internet from this website

it says 285 pounds excluding VAT since im not a UK resident do i not have to pay the VAT TAX or do i somehow get refunded?

That depends upon where you live. If you are an EU resident you'll pay the VAT. If you are not -- say you're from the US and have the phone shipped to the US -- then the vendor should not charge the VAT on the phone. In that case, you'd just pay the £285 plus shipping charges. Keep in mind that you may have to pay import duty when the phone is delivered to you.
