Tell him you will give him what ever you willing to give him. If he doesn't take it then ask how low he is will to go. If you still cant afford it then give it a week or so if it still doesn't sell then go back and see if he is will to take your offer then.
Don't insult him or he will not work with you at all.

IN order for someone to go down in price, you usually need to back up yourself and show proof of WHY they are charging to much. Print out a Kelley Blue Book Private Party Value and see what it is. You may be getting a better deal than you think. Also Nada, and Edmunds are also good sites to find prices.

Sometimes you gotta be ballsy! if you can; be risky, confident and a bit of a dick. Walk up to him, say "all I have is XXXXX.XX amount of money, that I can give you up front, if you don't want it I'm just going to have to go find another car." But at that point you can't back down, hold your ground, if he wants more you are kinda screwed for options.
